Hey Thrones community, we’re excited to share the final part of our set review! This time, our five reviewers will look at the remaining in-faction cards as well as the neutral Draft Only cards that are available in Tower of Joy Draft Packs. As a reminder, each faction gets one new rare and three new common cards. On top of that, there are a whopping three rare, three uncommon, and five common neutral cards introduced in this set – and as a final bonus, there is a single “hidden rare” card, which appears only on the foil sheet!

Since this set is designed for draft, the ratings are a bit different from usual standard sets. Hereโs the scale with some examples from the Valyrian Draft Set for comparison:
5 โ A very powerful card that will almost always make the cut in your final deck. Either a standalone wincon or incredible utility. Examples: Feast or Famine, Victarion Greyjoy
4 โ A buildaround wincon, good standalone body, or a helpful but fair utility card youโre happy to play in most decks. Examples: Arya Stark, Silent Sisters
3 โ A perfectly playable card that you wonโt mind picking and playing most of the time but wonโt win you the game on its own. Examples: Even Handed Justice, Red Cloaks
2 โ Mediocre filler card that will often end up getting cut unless youโre short on playables or have some specific synergies that it enables. Examples: Salty Navigator, Unsworn Apprentice
1 โ Bad filler that you actively want to avoid picking and playing in your deck. Examples: Without His Beard, Crone of Vaes Dothrak
With that out of the way, let’s take a look at these bad boys!
[Rare] Robb Stark (4.4 Average)

Flo (PitchBlecc) – 5 out of 5
Intimidate and Renown alone make Robb a very viable option. His built-in strength buff just makes him even better and ensures you can actually win challenges. He reminds me of Halder and should be very powerful.
IljaMuromez – 4 out of 5
The best keyword is intimidate. The second best is renown. This card has both โ powerful, but costly.
Francis Cote – 3 out of 5
I think Robb is fairly strong with just his keywords and stats. His ability is fairly decent, depending on how much you can use the extra strength to allow you to make you push challenges while also having your opponent make mistakes around the ability.
Ben Barnhart (Haruspex) – 5 out of 5
Very strong just for the keyword combo, he will make an impact on his own even if you never trigger the action. But the action also is very versatile and strong. If you have two non-limited locations out, having two separate โthreat of activationโ STR buffs on the board will make your opponent jump through a lot of weird hoops during the challenge phase. The Grey Wind interaction is mostly just flavor.
Xelcor – 5 out of 5
Natural renown and intimidate will make this a problem as soon as it hits the board. The ability is nice but sometimes you miss out on those locations, which doesn’t matter. Probably the strongest body in the draft.
[Common] Merman’s Guard (4.0 Average)

Flo (PitchBlecc) – 5 out of 5
Maybe Iโm rating this too high, but this guy has great traits and bestow for different agendas, gives renown, and can stand your most important characters. He wonโt win you the game on his own but will definitely help you.
IljaMuromez – 4 out of 5
Three gold for four strength is solid. Being able to stand another character and grant renown is excellent. It almost makes you forget it only has one icon.
Francis Cote – 4 out of 5
Fairly cheap priced stand for 1 bestow and faction card kneel, this card can help you finish off a game or put pressure on your opponent by having renown and intimidate that has been super prevalent in this draft set.
Ben Barnhart (Haruspex) – 3 out of 5
How good this guy is will depend entirely on how good the unique characters you draft are. But there are enough bombs in the pool that you can easily make this guy quite impactful I think. He wonโt be for every deck, but heโll be good in the ones he fits in.
Xelcor – 4 out of 5
Stand and renown is insane. Maybe it is a bit expensive, but it also has one of the higher STR for power challenges.

Flo (PitchBlecc) – 4 out of 5
Winter Is Coming as a location that I can put into setup and that also helps with initiative? Iโm all for it. This will support many decks and will definitely see a lot of play.
IljaMuromez – 4 out of 5
Winter Is Coming as a location loses the element of surprise, but the effect remains outstanding.
Francis Cote – 3 out of 5
I love claim raise, but this one seems fairly easy to counter unless you don’t have the strength/bodies/icons to stop it. Claim raise will always be strong, but having it be seen when the challenge is initiated brings it down a notch for me.
Ben Barnhart (Haruspex) – 3 out of 5
This is unfortunately significantly worse than Winter Is Coming, mainly because you need to pre-commit to the claim raise before they defend. Also the fact that it needs to kneel it makes it not synergize with non-limited kneel stuff (like Robb) which is a bit sad. But it will definitely see play, especially in aggro strategies, and thereโs not a lot of other claim raise in the set.
Xelcor – 5 out of 5
We saw that non-limited locations are needed for many good cards. Iniative is very important and getting 2 power claim for 1 gold is absolutely worth it.
[Common] Wolf Dreams (2.4 Average)

Flo (PitchBlecc) – 3 out of 5
This card is quite good. The +2 STR can swing some challenges in your favor. Direwolf is a trait that some Stark cards can benefit from, and the attachment part can be useful for Biting Cold protection. Not too impressive, but overall a solid pick that will see play.
IljaMuromez – 2 out of 5
The text feels a bit long. If traits matter, the event could be played, though that seems questionable.
Francis Cote – 1 out of 5
Unless I am missing how useful this is, I view it as a cheap way to give a trait to a character you want to have an interaction with. It feels like plenty of hoops to do not much.
Ben Barnhart (Haruspex) – 3 out of 5
I think this is decent on its own as a challenge trick, not a lot of other effects like this in the set. And great if you have some fun trait synergies that you can pull off with this. I think if you draft 3-cost Grey Wind this goes up to a 5 tho, getting to use this and then bounce it back to your hand with GW can get pretty silly.
Xelcor – 3 out of 5
Might be very important for trait decks and it is a decent combat trick, but you take it after you already have your plan built and this just pushes it up a little bit more. Of course weird if this is a Cat for Tommen, cool and weird.
[Rare] Quentyn Martell (4.0 Average)

Flo (PitchBlecc) – 5 out of 5
I like this Quentyn a lot. He keeps his STR synergies and works well with his sister and mother (editor’s note: Arianne Martell and Mellario of Norvos). Shadow (4) isnโt cheap, but his effect can protect him from potential resets and bring out a strong character at critical moments. He should perform very well.
IljaMuromez – 4 out of 5
Quentyn shouldnโt toy with fire โ heโs no true Targaryen. Still, the card is strong: good icons and a solid effect.
Francis Cote – 2 out of 5
Repeatable jumper with Quentyn going back to shadows and the card coming into play going back to hand, but I just don’t see how this is useful other than having a body to attack/defend every turn for 4 cost.
Ben Barnhart (Haruspex) – 4 out of 5
This guy is super fun, kind of like a 5-cost jumper Arianne crossed with Jon Connington? I think heโll be super strong in a lot of lists. Obviously great in shadows but he also just works on his own, you donโt have to build around him very much at all for him to be powerful.
Xelcor – 5 out of 5
There is so much jumping you can abuse, you don’t over-commit the board and negate the downside of other jumping cards (depending on who is first player as well)
[Common] Long Lances (4.0 Average)

Flo (PitchBlecc) – 3 out of 5
This one is a classic Mercenary. Itโs quite good and could even be rated higher because of intimidate. However, it doesnโt do much beyond that.
IljaMuromez – 3 out of 5
It has intimidate, which alone makes it worth playing. Yes, you need to bestow it, but the payoff is significant.
Francis Cote – 5 out of 5
Cheap high strength bicon with intimidate and an important trait, everything you want in a card. Depending on how the game goes, the ability to bring it back to hand might not be that much of a downside, and even if it is, the cost for this card is so low that it’s not the end of the world.
Ben Barnhart (Haruspex) – 4 out of 5
This feels like quite a strong chud to me, intimidate is crazy powerful, and the return to hand isnโt the worst cost, it can often be a good thing. I think this guy will see a lot of play.
Xelcor – 5 out of 5
Intimidate and power icon with that high STR on a 3 coster? I gladly have it back in my hand and replay them next round if i feel a reset is coming. I think a contender for โbest common characterโ (also such a nice art)

Flo (PitchBlecc) – 4 out of 5
This card has a great combo with Naught But Ashes that may surprise some opponents. It also fills an important cost slot, and being able to marshal it into shadows from the discard pile is very nice.
IljaMuromez – 1 out of 5
This one feels overpriced for too little impact. The reaction will rarely matter, in my opinion โ not worth it.
Francis Cote – 1 out of 5
Opposite of the Long Lances, this is an expensive cost for a very small effect (4 gold total to give -1 and terminal kill at 0). I just don’t see this making it’s way into a deck.
Ben Barnhart (Haruspex) – 3 out of 5
Very fun card. Not sure if you will run it super often except in a deck with other burn, where you try to take more advantage of it, but it can be good even if itโs just picking off a chud. I also think the ability to recur this from your discard pile is very powerful and relevant.
Xelcor – 3 out of 5
The reaction won me quite a few challenges, it is great. The recursion from the discard pile isn’t as needed and i don’t value it that much, mostly because it isn’t so easy to get it in there in the first place.
[Common] Fighting Pit (3.2 Average)

Flo (PitchBlecc) – 2 out of 5
Sacrificing this card and discarding may be a bit too much. The character you get is also cost-restricted and returns to hand. Itโs not a bad card, but I think it will see less play than others.
IljaMuromez – 3 out of 5
A neat effect: cheap, effective, and you get the chosen card back. Always useful.
Francis Cote – 4 out of 5
The only thing preventing this from really being a 5/5 is how limited you are in your targets. But since you can discard the card you’d like to cheat into play to make use of this effect, this card has a truly high value.
Ben Barnhart (Haruspex) – 3 out of 5
This isnโt a card that would ever make the cut in constructed, I think, but you might run it in draft in some decks. Itโs a 1-shot Flea Bottom trigger, but you also have to discard a card. But then you get the jumper card back to your hand at the end of the phase. Youโre still down 1 card on card advantage, but that seems fine for this kind of effect.

Great tempo and can put in the best 3 cost into play (Long Lances)
[Rare] The Knight of Flowers (4.6 Average)

Flo (PitchBlecc) – 4 out of 5
The KoF falls into a great cost slot. A 4-cost, 4-STR bicon with Renown is good on its own already. I also like that he triggers directly when initiating the challenge. Youโll want some STR buff effects to make the most of him, though.
IljaMuromez – 5 out of 5
A fine horse, a noble knight, plus renown and a strong reaction โ this card is a must-play. The wording clearly means the character stands after kneeling, not when initiating the challenge; otherwise, it wouldnโt make sense.
Francis Cote – 4 out of 5
Once the boards are small, or paired with strong strength pumps/attacking alone effects, this can rush down an opponent or force them to over-commit on a challenge to then open up the challenge you truly want to win.
Ben Barnhart (Haruspex) – 5 out of 5
This guy is so sick! He basically doesnโt kneel to attack in his first challenge, but he can also use the effect on your other powerful Knights. I donโt think I would ever pass up on this guy in a draft, heโs just insanely efficient, with great traits.
Xelcor – 5 out of 5
Multi challenges, 4 cost renown and power icon. Nothing more to say, just great value.
[Common] Brightwater Cavalry (2.8 Average)

Flo (PitchBlecc) – 3 out of 5
I quite like this card. It can draw you a new card and helps with top-deck manipulation. Its cost and the missing POW icon may first seem like a downgrade, but the Army trait compensates for that and keeps the card relevant.
IljaMuromez – 3 out of 5
Solid icons. Solid strength. Solid effect.
Francis Cote – 3 out of 5
Nothing fancy to see here, where the card you draw from this coming into play could be the card you put back on top of your deck in a worse case scenario. In some instances, the card you draw could win you the game though, so the ceiling could be high.
Ben Barnhart (Haruspex) – 3 out of 5
One of my favorite knight artworks from Tomasz J. Also really like the effect! Iโd kill to have this guy in a normal Tyrell deck with Oldtown and some blink effects. Without Oldtown in draft a big part of that potential payoff is gone. But I think that heโll see a good amount of play. The traits and stats are good, and the card filter is nice.
Xelcor – 2 out of 5
There is some โtop deck manipulationโ but overall there are better cards in 3 cost slots.
[Common] Arbor Jester (2.8 Average)

Flo (PitchBlecc) – 3 out of 5
This Fool is fine but not too impressive. If you need reveal synergies, e.g., with Margaery, youโll draft him. The STR buff can be quite powerful and swing some challenges in your favor, though you may also get unlucky and reveal two Market Squares.
IljaMuromez – 3 out of 5
Sounds pricey at first, but the effect is nice โ and you know whatโs coming next.
Francis Cote – 2 out of 5
Expensive but could be very useful in situation where you absolutely need a strength pump. The ability allows you to either put a high cost card on the bottom of the deck to swing a challenge in your favor, or leave the better card on top if the situation calls for it.
Ben Barnhart (Haruspex) – 3 out of 5
Hightower Spy in a different font? But you get to pick from two cards for the buff. I think thatโs worth paying 1 more gold for the effect. Always sucks to flip a 0-cost location with the Spy, this guy makes that way less likely. Iโd run 1 or 2 in most decks!
Xelcor – 3 out of 5
This is a great STR boost. Looking at 2 cards will give you a significant boost most of the time.
[Common] Youthful Acolyte (2.8 Average)

Flo (PitchBlecc) – 4 out of 5
This is the best new Tyrell uncommon for me. Heโs a little tricky to play, but when used correctly, he will gain you an extra power through renown and help you win another challenge thanks to his stand.
IljaMuromez – 2 out of 5
Will it see much play? Three gold for renown that only works in the next challenge doesnโt sound promising.
Francis Cote – 2 out of 5
3 cost total to remove someone you control from a challenge and give the renown, basically acting as a bait and switch challenge. Could lead to some interesting plays, but needs a bit of help from your opponent in how they will defend challenges.
Ben Barnhart (Haruspex) – 2 out of 5
I like this guy. Paying 3 gold just to feint an attack is bad, but I think the added renown makes it worth it in draft, where that keyword is somewhat rare. You wonโt want a ton of these guys, but Iโd play 1 for sure.
Xelcor – 4 out of 5
With unopposed being sometimes difficult and power gain isn’t as fast as in constructed, a switcheroo + renown for 3 gold sounds pretty good.
[Rare] Brienne of Tarth (4.2 Average)

Flo (PitchBlecc) – 5 out of 5
Maha Vailo โ I mean Dame Brienne โ doesnโt seem too impressive at first glance. But having seen her in action, I can confirm that she can win you a lot of challenges and will have Renown in almost every game.
IljaMuromez – 5 out of 5
Brienne looks determined. With her traits (renown and a strength boost), she certainly should. A strong card for any deck.
Francis Cote – 3 out of 5
Brienne could become a juggernaut if investing in it is where you wanna go, but at the minimum, with one attachment, she is a 5 for 5 bicon with renown. Fairly middle of the road for a 5 cost character.
Ben Barnhart (Haruspex) – 4 out of 5
Finally Brienne gets the Knight trait that sheโs always deserved! I like this card, it definitely requires some building around to be good, but sheโll be strong if you can pick up some good attachments for her. And renown is rare!
Xelcor – 4 out of 5
I believe getting an attachment isn’t that hard, but without finding one she might not be worth it at all. Probably if you give her Kraken’s Hatchet she solos your game xD
[Rare] The Tower of Joy (4.6 Average)

Flo (PitchBlecc) – 5 out of 5
The namesake of this draft set is a real powerhouse (pun intended). It helps you win challenges and provides an alternative method of gaining power. If you see it, you should pick it.
IljaMuromez – 5 out of 5
This card gives joy and strength and power. So supernice! Even if the tower itself doesn’t look very joyful.
Francis Cote – 4 out of 5
I can see a world where you have a deck consisting of a bunch of 1 of unique characters and when they die, you get power racking up on this. Forcing your opponent into a difficult decision of attacking you to let you get power, or letting your board get crazy wide because of it.

Busted! I love it! Will definitely draft this whenever I see it, and not just for the bragging rights. Seems quite powerful.
Xelcor – 4 out of 5
Great value. You don’t have to over-commit your board, and it works with all the big chars that want locations to kneel because you can use it after you won the challenge.
[Rare] All Men Must Die (3.8 Average)

Flo (PitchBlecc) – 5 out of 5
Valar Morghulis. Thereโs a reason the original plot is in so many decks โ itโs powerful and effective. Sure, some decks may not want to play it and prefer the starter options, but Iโd still pick it every time, if not to play, then at least for hate drafting.

Clean the board is always useful and often needed. Good and conventional card.

Very happy to see VM sneak its way into the draft sideways. I think this will be insanely powerful in a format where dupes are almost non-existent. Snap-pick for me every time.

I think on average this is very bad, there isn’t really a control gameplan, and econ is very limited. You really need a lot of dupes to get value out of this, and even if duped you may lose too much against decks that just can replay more chars.
[Uncommon] All Men Must Serve (4.0 Average)

Flo (PitchBlecc) – 4 out of 5
Valar Dohaeris โ or not so much. I like that its text is so simple and only one word different from All Men Must Die. This format may often have large boards, and in those cases, such an additional soft reset can be very useful.
IljaMuromez – 5 out of 5
Kneel each character is great. But 4 gold for your own new characters could be poor. But over all a strong card.
Francis Cote – 4 out of 5
Shadow/jumper decks will absolutely love this. Kneeling an entire board while your plan is always to jump in a bunch of characters, leaving you with a fairly open board to attack and possibly close games, or even just gain a foothold in an otherwise uphill battle if your opponent has taken an early lead on you.
Ben Barnhart (Haruspex) – 4 out of 5
I like this plot a lot. Sort of a soft reset? Playing this into Pale Mare feels very mean, but probably that will be what happens most of the time you see this plot. And great initiative!
Xelcor – 3 out of 5
Great plot if you play a lot of jumpers or shadow, but if you don’t have that I think picking this doesn’t advance your gameplan much. It has decent gold and initiative tho.
[Uncommon] City of Ice (4.4 Average)

Flo (PitchBlecc) – 5 out of 5
A very powerful finisher plot with great initiative. The effect is extremely strong in City plot decks. Just make sure you have at least one City in your used pile.
IljaMuromez – 4 out of 5
In the City plotline this card is great. High initiative will help you to go first and trigger it. Or to wait for you as a second player. 3 gold is not much but fair.
Francis Cote – 4 out of 5
If you’re able to lean into the City plotline, this can be quite powerful. The issue here is having the ability to 1, draft those city plots. 2, being able to do multiple challenges (possibly more than 3). 3, Being able to win all those challenges as the attacker to really turn a profit on this plot. High end effect, difficult to truly pull off.
Ben Barnhart (Haruspex) – 4 out of 5
I think this is strong, but you definitely have to build around it. Can be a great finisher, but 3 gold makes it a bit tricky. If you can trigger this 2 or more times, itโs fantastic. With 1 trigger itโs kind of mid.
Xelcor – 5 out of 5
A very good finisher if you can play a City plotline, which is already very good and easy from the draft starter.
[Uncommon] Melisandre’s Gambit (4.8 Average)

Flo (PitchBlecc) – 5 out of 5
Another great new plot. Kill your reducer to bring back your bomb that was wiped by The Pale Mare? Very interesting, to say the least.
IljaMuromez – 4 out of 5
Wow. Killing cheap characters to bring the big ones back is great. You wont need so much gold, so 2 is fair. Nice card.
Francis Cote – 5 out of 5
Killing a 1 or 2 coster to bring back a bomb character that your opponent spent a plot or kill effects to get rid of is a pretty powerful effect, especially in a limited format like draft.
Ben Barnhart (Haruspex) – 5 out of 5
Very fun plot, I think this plotโs strength is directly related to what other big rare bombs youโve drafted. Getting your Great Ranging back with this will feel so satisfying! Worth noting that this beats Pale Mare on initiative, so it can function as an anti-reset plot if you time it right.
Xelcor – 5 out of 5
Cheating back in one of the expensive 7 coster sounds pretty damn good if you sac a reducer.
[Common] Maester of the Eyrie (2.2 Average)

Flo (PitchBlecc) – 2 out of 5
This Maester isnโt bad and can be quite helpful. Heโs a solid POW icon, but too expensive to see frequent play. Some decks will still want him, and heโs worth drafting to ensure you have enough cards for your deck.
IljaMuromez – 2 out of 5
Good to ensure the next draw and +1 reserve is also good. But 5 gold for a non-unique Maester with 4 strength is a lot!
Francis Cote – 3 out of 5
Extra reserve is always decent, but on top of that, this ability lets you stack your deck how you need it. Once again, in a limited format like this, it could be the difference between finding your bomb fast enough or losing before they ever hit the table.
Ben Barnhart (Haruspex) – 2 out of 5
Very fun card, I like the effect a lot. I donโt think I would play him unless I was trying to build around Tyrell reveal effects, tho. Heโs just quite expensive.
Xelcor – 2 out of 5
I think this is just too expensive in general.
[Common] Mummer’s Troupe (2.8 Average)

Flo (PitchBlecc) – 4 out of 5
This card feels very strong. If it sticks around for long, it becomes very powerful itself. Bestow decks can get refills out of this and will likely draft it aggressively. Renown is key for this one again.
IljaMuromez – 3 out of 5
Cool! A new Fool. Sadly non-unique. But strong reaction.
Francis Cote – 1 out of 5
Maybe I just don’t see it, but I believe this will take a while to get online to have renown.
Ben Barnhart (Haruspex) – 3 out of 5
Also a super fun card, I like this guy just for the theme. Probably wonโt see play except in a bestow deck, but in that deck youโll definitely want a couple to reload your bestow effects! On its own effect of stacking gold, I think standing 3 times before it gets renown is a bit too slow. But they will be very fun when you pull this off!
Xelcor – 3 out of 5
Seems like a very good refuel for bestow cards but the renown looks hard to get to.
[Common] Wandering Knight (2.6 Average)

Flo (PitchBlecc) – 3 out of 5
A very solid common but nothing special. He may be a powerful tricon from time to time, but probably not too often.
IljaMuromez – 3 out of 5
In the middle or later game it could become a strong card. Why not. One more option for not too much gold.
Francis Cote – 2 out of 5
Fairly vanilla card, but a fairly cheap conditional tricon with high strength could come in handy if the situation ever appears. I just don’t this that the situation will line up that often.
Ben Barnhart (Haruspex) – 4 out of 5
I think this guy is just good and efficient. Great traits, and if you have even just 1 or 2 non-limited locations I think itโs powerful just for the efficiency. If you build around non-limited locations and make him a tricon, I think heโs awesome!
Xelcor – 1 out of 5
I think it is very unlikely you get him out with so many non-limited locations. On average, he will be your worst char.
[Common] Quill and Parchment (4.4 Average)

Most decks should run a copy or two of this card. Itโs basically a Nightmares that you can marshal during setup. Even if you donโt need the blanking effect, it still gives +1 STR and provides protection against cards like Biting Cold.
IljaMuromez – 4 out of 5
Nice. 1 gold for 1 more strength or blanking the text box of (almost) every character. Should be played.
Francis Cote – 3 out of 5
Not as good as good old Nightmares or Milk of the Poppy, but we can still make use of this by having a surprised strength pump or a surprise character blank.
Ben Barnhart (Haruspex) – 5 out of 5
Very fun card. Nightmares on a stick, but also an ambushable STR buff? Hell yeah, Iโm running this all the time.
Xelcor – 5 out of 5
This is Nightmares, this is important in any deck. You will see it a lot and will need to play around it. Of course you don’t pack this 5 times even if you can, but 1 or 2 is a minimum if you get your hands on it.
[Common] Face Mask (2.8 Average)

This card alone wonโt win you the game, but trait-specific decks will love it for its 0 cost and attachment nature. Need more Cats?
IljaMuromez – 3 out of 5
For decks with trait importance it is amazing. 0 gold and an attachment. Nice.
Francis Cote – 2 out of 5
Considering that this Draft Set is designed around having traits being prevalent, I can see this being fairly good. Its cost 0 is what could see this make its way into some decks, but in general, I think players will want to build with better suited characters over this one.
Ben Barnhart (Haruspex) – 4 out of 5
This is one of those cards that doesnโt really do anything until it unlocks some weird combo that shouldnโt work, but totally breaks the game. And those combos are the main reason I play thrones, so I love this card.
Xelcor – 2 out of 5
Very nice for trait decks, also extra Cats. Sadly doesn’t work so well for setups and doesn’t give any other benefits.
